I would not blame Canada, mostly just Microsoft for keeping such generic code around even after a decade. The user is also to blame for a bit, but just slightly.
I find these such things a catalyst for things to come, but, ya know, I only get 5 spam emails a day on my mom's account, and 0 for mine, and no SoBig.F emails either. Much easier to say the things I do from my position.
